Small caps had their toughest week since the competition began as uncertainty arose regarding tax reform.   On a positive note, Buffalo State broke away from the pack due to one of its positions crushing estimates and Wesleyan is now in the Top 3.  Brockport made the greatest advancement, moving up 9 spots.
